R6: 8 dec (8)
R7: 8 inc (16)
R8-9 (2 rounds): 16 sc

R11-12 (2 rounds): 24 sc
R13: (3 sc, inc) x 6 (30)
R14: 30 sc

Begin stuffing the fins and body. Keep stuffing as you go.

R18: (1 sc, dec) x 6 (12)
R19: 12 inc (24)
R20: (3 sc, inc) x 6 (30)

R1: 4 sc in a magic ring
R2: (1 sc, inc) x 2 (6)
R3: 6 sc

R5: 9 sc
Do not stuff. Fold fin in half and 4 sc across to close. Sew horizontally onto the body of the seal, about 1 stitch down from the neck.
Muzzle:
R1: Chain 4. Beginning in the second chain from the hook, 2 sc, inc. Working in the back of the chain, 2 sc, inc. (8)
